PERTH, Feb 20 AAP - The federal government will spend $15 billion on a new Australian-built
fleet of submarines under a 15 to 20 year project.
The project codenamed SEA 100 will replace the Royal Australian Navy's fleet of six
Collins-class subs based at Garden Island near Perth, the West Australian newspaper reported
on Friday.
The submarines will be built in Adelaide, be non-nuclear and use a combination of Australian,
European and US technology.

27 July 2011 -- The British media and communications watchdog, Ofcom, raised concern that the Internet speeds advertised by broadband providers are increasingly different from the real speeds delivered to the average customer, the Financial Times reported.
A recent study by Ofcom found that the difference between advertised speed and real speed has widened despite the fact that the average Internet speed in the UK rose by 10% to 6.8 Mb/s in the period December 2010-May 2011. The regulator said that average download speeds were 8.2 Mb/s lower than the average top speed of 15 Mb/s advertised on average by broadband providers during the period. Six months earlier, the gap between actual and advertised speeds was 7.6 Mb/s.
The results of the study come before the publication of a set of new guidelines by the Committee of Advertising Practice on the marketing of theoretical maximum speeds by broadband Internet providers.

DARWIN, Dec 8 AAP - A subsidiary of mining giant Rio Tinto Ltd has been fined $160,000
after admitting to a large fuel spill in the Northern Territory last year.
Alcan Gove Pty Ltd pleaded guilty in the Darwin Magistrates Court on Thursday to causing
serious environmental harm and was fined $160,000 by magistrate Michael Carey.
The company leaked 62,000 litres of unleaded petrol from a storage tank in June last
year in eastern Arnhem Land, where it runs the Gove alumina refinery.
The company was phasing out using the unleaded petrol, in favour of the "non-sniffable"
Opal fuel, and was trying to empty the tank to sell the fuel when the spill occurred.
The leak sparked fears petrol could discharge into Melville Bay via contaminated groundwater.
Gove's general manager of operations, Julio Costa, said the company was sorry the spill
had occurred and accepted responsibility for it.
It had spent $3 million to clean up the site and more rigorous inspection methods were
now in place, Mr Costa said in a statement.
The refinery would continue to monitor soil and groundwater and undertake more clean-ups
if required, he said.
A spokesman for the company said none of the fuel had been detected in Melville Bay.
The co-ordinator of the NT Environment Centre, Stuart Blanch, welcomed the fact that
the company had pleaded guilty to the charge and said it might be the largest pollution
fine ever meted out in the territory.
But Dr Blanch said the fine was still inadequate to penalise a company as huge as Rio Tinto.
"It shows that our fines are not a sufficient financial disincentive to polluters,"
Dr Blanch said.

FED:Holbrooke a 'tower of diplomacy': Smith
CANBERRA, Dec 14 AAP - Defence Minister Stephen Smith has described the late US official
Richard Holbrooke as a "tower of United States diplomacy".
Mr Holbrooke, 69, has died following heart surgery.
He fell ill late last week during a meeting at the US State Department and underwent
surgery to repair a torn aorta.
US Secretary of State Hillary Clinton on Tuesday (Australian time) confirmed that the
US envoy to Pakistan and Afghanistan had died.
Mr Smith said Mr Holbrooke's death was "very sad".
"I worked closely with him in respect of Afghanistan and Pakistan," the defence minister
told reporters in Canberra.
"He was a first-class United States official.
"He was a person who was a great friend of Australia and understood the nature of the
Australia-US relationship."
Extending his condolences to mr Holbrooke's family and friends, Mr Smith described
the veteran diplomat as "a tower of United States diplomacy".
Ms Clinton said America had lost one of its fiercest champions and most dedicated public
servants.
Before Mr Holbrooke's death, US President Barack Obama described him as "a towering
figure in American foreign policy, a critical member of my Afghanistan and Pakistan team,
and a tireless public servant who has won the admiration of the American people and people
around the world".
Mr Holbrooke was perhaps best known for brokering the 1995 peace agreement that ended
three years of war in Bosnia.

MELBOURNE, Dec 25 AAP - Kinglake residents Denise and Travis Griffith wanted to make
Christmas as normal as possible for their three young children, after a turbulent year
in their bushfire-stricken town.
Mr Griffith, a paid firefighter, defended a local water catchment on February 7 while
his wife battled to ultimately save their home during the worst bushfires in Australia's
history.
Their children - Callum, 9, Mitchell, 7, and Alanah, 5 - were sent down the mountain
to stay with Ms Griffith's mother on Melbourne's outskirts and therefore did not witness
the inferno which killed 42 people in Kinglake.
But three of their school mates from Middle Kinglake Primary School died.
"From the onset, we've tried to get everything back to normal really quickly," said
Mr Griffith, who took two-and-a-half months off work after February 7 to repair the home
and its blackened gardens.
"If the kids were going to be here (for Christmas) we wanted everything to look like
(it was) - apart from the trees, I can't paint them white, they'll always be black."
The family were set to enjoy Christmas dinner on Friday with Mr Griffith's parents,
who live a few doors away and also successfully defended their home on Black Saturday,
and his sister's family visiting from Adelaide.
The children, still dressed in their pajamas, were visibly excited on Christmas morning,
ripping open their presents beneath the resplendent Christmas tree - which stopped just
short of the ceiling - in the family's loungeroom.
"Mum, I got Strawberry Shortcake!", Alanah squealed.
Callum, meanwhile, sat proudly on his brand new blue mountain bike while Mitchell was
completely engrossed in his Star Wars paraphernalia.
Even the family's five-month-old rhodesian ridgeback, Tori, caught on to the excitement,
tearing around the back garden at break-neck speed.
Mr Griffith said while their children were coping well, he was aware some of their
friends' kids suffered from nightmares over the events of Black Saturday.
"There is a big diversity in how people are coping," he said.
"Some are coping quite well with things and then others just aren't."
Ms Griffith said it would be tough day for those who lost family and friends.
"For those who have lost family - immediate family or neighbours - I think they are
quite emotional ... and today (Friday) obviously for them isn't going to be such a good
day," she said.
With so many lives lost in the town, Ms Griffith said she felt more emotional about
her own family.
"I'm just glad they're all here," she said.
Jean Evans, who works at Kinglake's Bakehouse in the main street, said the community
was just trying to get on with life.
"Most people are doing their normal Christmas thing, as best they can," she told AAP.
"Those that are remaining are able to do the normal Christmas routine.
"I'd say that those that haven't got their homes would be going to their family that
do have homes.
"Most people just want to get on with it.
"It's going to be very hard for a lot of people."
A staff worker at the local Foodworks, Anna Johnston, agreed.
She served a steady stream of about 40 people on Christmas morning as locals dropped
in to buy batteries for toy gifts.
"I think it will be tough for a lot of people," she said, adding her home was still in tact.
"I'm one of the lucky ones."

Vic: Schools receive federally-funded upgrade
MELBOURNE, April 5 AAP - More than 1,400 Victorian schools will receive a federally
funded upgrade.
The 1,441 schools will share in $195 million from the commonwealth for minor infrastructure
and refurbishment projects such as upgrading canteen and playing areas.
Federal Education Minister Julia Gillard announced the funding on Sunday as part of
the $828.7 million provided for 5,965 schools nationally.
The injection of funds, delivered under the government's $1.3 billion National School
Pride Program, would create jobs and benefit local communities, she said.
"These projects will create demand for tradespeople in thousands of communities across
Australia," Ms Gillard said.
Victorian Education Minister Bronwyn Pike welcomed the announcement.
Ms Pike said the schools would receive between $50,000 and $200,000 to improve their
schools under the first round of funding.
"This is a great opportunity for hundreds of our schools to enrich their school environments
through projects, from installing water tanks for their school gardens or for flushing
toilets to laying synthetic turf in their play areas," she said.
"Other schools are choosing to build covered outdoor learning areas to bring the classroom
outside or installing shade cloth over eating areas - there are many exciting projects
schools can start organising."
Ms Pike said the upgrades would also generate jobs immediately as projects had to be
completed by December.

Vic: Alleged Mokbel hide-out pair in court
The couple accused of giving drug smuggler and accused murderer TONY MOKBEL a safe
haven on their property outside Melbourne will face charges in court next February.
YOUSEFF ZEIDAN .. who's 62 .. and his 55-year-old wife EVETTE are alleged to have hidden
MOKBEL from police for three days at their Elphinstone property in October 2006.
MOKBEL was eventually driven to Western Australia and sailed to Greece .. where he
was arrested in June 2007 and extradited back to Australia.
The couple appeared in Melbourne Magistrates Court today .. where they had bail extended
until February 19.
They'll face charges including perverting the course of public justice.
MOKBEL was found guilty on the drug charges he faced when he fled the country .. and
is now behind bars at Barwon Prison .. south-west of Melbourne.

The mother of a man on NSW's most wanted list .. has made an emotional plea for her
son to make contact .. as police also warn the 60-year-old murder suspect could be in
any state.
STANLEY FRANCIS MAGUIRE .. also known as JOHN .. went missing from his Woonona home
.. north of Wollongong .. on November 24 after his neighbour was killed with a single
shotgun blast to the chest.
His mother .. SYLVIA MAGUIRE says he has his faults but his family is desperate to
learn of his whereabouts at Christmas time.
The 82 year-old says she just wants her son to tell someone he's okay.
Mr MAGUIRE's red Nissan Pulsar hatchback was found a day after he went missing .. on
November 25 .. abandoned just off the F3 Freeway at Mount White.
A Police search of nearby bush failed to find him.
It's thought he could have hitched a ride with a passing motorist or truck driver.

GOLD COAST, Aug 17 AAP - Reserve Bank governor Glenn Stevens says the current sub-prime
crisis affecting global markets is unlikely to affect Australian mainstream businesses.
Speaking at a House of Representatives inquiry on the Gold Coast, Mr Stevens said the
current financial market volatility was mainly impacting on financial institutions.
"I don't think it has really had any great effects on your average, everyday business," he said.
"It is true the share market has been volatile, but actually share prices are still
historically pretty high, so I doubt that we are likely to see a big impact on the confidence
of mainstream business from this financial volatility in the near term.
"The longer term risk would be if there is a serious tightening of credit conditions
globally, that then led to a withdrawal of credit provision in the real economy - now
I don't think that is happening at the moment.
"Clearly that is a risk one has to be on the alert for, and we are.
"But I doubt very much that as yet anything has happened on money markets, foreign
exchange markets, or even share markets is going to seriously dent the real fundamentals
for mainstream business, which is very good."

WA: Police investigate fatal shooting near Bunburry
PERTH, April 2 AAP - A 19-year-old man has been shot dead near Bunbury, in Western
Australia's south.
Police said the Bunbury teenager was shot in a house at Dalyellup, a small community
about 10km south of Bunbury between 6am and 6.30am (WST) yesterday.
Witnesses reported seeing a dark coloured ute carrying three people driving erratically
or speeding through Dalyellup at the time, police said.
Police are warning the public to stay away from the car as the occupants are believed
to have a firearm and are considered dangerous.
Forensic police are at the house and Major Crime Squad detectives are investigating.

The man's been charged with supplying a prohibited drug .. four counts of possessing

Feds: Environment Minister rejects another windfarm proposal
PERTH, April 25 AAP - Federal Environment Minister Ian Campbell has weighed in to community
debate on another wind farm project, rejecting calls to fund a scheme in Western Australia.
Senator Campbell said a plan to build turbines on the coast near Denmark, 415km south
of Perth, should not proceed until a national code was established.
"I think if we want to have a low carbon future with a lot of renewable power, we need
to find a way to ensure that community concerns about visual impacts, about impacts on
unique bits of coastline are assuaged," Senator Campbell told the ABC today.
"That's why I'm saying we need a national code - so community opinion can be taken into account."
Denmark Shire Council last year rejected a town planning scheme amendment to allow
four to six turbines to be built, but the state government has given the project planning
approval, saying the environmental benefits are worthwhile.
WA Planning Minister Alannah MacTiernan says the proposal could still proceed without
federal funding.
"If the bar is going to be set so wherever there is any opposition to wind farms there
won't be any wind farms, then no projects would get up at all," Ms MacTiernan said today.
Senator Campbell last month prevented a $220 million wind farm project proceeding in
south Gippsland in Victoria on the ground that one endangered orange-bellied parrot may
die a year.
There had been no reported sightings of the bird within 10 kilometres of the proposed site.

Kanu made medicine that would assure humans of eternal life. He instructed the snake to carry the medicine to the Limba. But the toad took it instead, and when he jumped he spilled it. Kanu said that because of what the toad had done he would give no more of the medicine. That is why the Limba die.
